Course Introduction
As China’s influence on the world stage increases the factors shaping Chinese foreign policy are more numerous and complex. During the cold war, Chinese foreign policy was mainly conditioned by the tight bipolar structure, and Chinese leaders made foreign policy according to their rational strategic calculation. The end of the cold war has seen new factors shaping Chinese foreign policy: changing leadership; bureaucratic politics; China’s fluid domestic situation, including regime security, rising nationalism, public opinion and new media. As China becomes increasingly integrated with the international system, Chinese traditions and culture are also making a come-back in shaping foreign policy.
This course aims to inform students on China’s involvement in world affairs, from both historical and contemporary perspectives, as well as providing an analytical understanding of the dynamics of China’s foreign policy decision-making.

随着中国在国际上影响的扩大,影响中国对外政策的因素也在增加并变得复杂。在冷战期间,中国对外政策主要受到紧张的两极格局的影响,中国领导人完全根据他们对国际战略局势的分析制定政策。冷战结束后,影响中国对外政策的因素在不断增加,如领导人的有序更替,政府内部的协调和矛盾,不断变化的中国国内形势,包括领导权威考虑,民族主义日益增长的影响,公共舆论和新媒体等,而且随着中国与国际体系联系越来越密切,中国的传统和文化也开始复兴,并对中国对外政策产生新的影响。
本课程的目的在于让学生从历史的和当代的多远视角了解中国参与国际社会及与国际社会互动的状况,而且让他们学会用决策分析的视角分析这种状况之所以然的动因。不仅教授学生关于中国对外政策的知识,而且培养他们认识和分析问题的能力。
Prof. Qingmin Zhang
Zhang Qingmin is Professor with the School of International Studies and a member of the Academic Committee with the Center for International Strategic Studies, Peking University. He has been a professor and Associate Chair at the Department of Diplomacy China Foreign Affairs University, and a Fulbright Visiting Scholar at George Washington University from 2004-2005. His teaching and research include Chinese Foreign Policy, Theory of Foreign Policy Analysis, Diplomatic Studies, and Sino-U.S. Relations, China and East Asia. |

His international teaching experience include teaching Chinese Foreign Policy as a visiting professor at Kennedy Center for International and Area Studies, Brigham Young University (Spring 1998); Faculte Jean Monnet, University Paris Sud (Feb. 2007); Niigata University, Niigata, Japan (Sept. 2008); School of Law, Palermo University, Palermo, Italy (Feb. 2009), School of Law Tokyo University (Jan.-Feb. 2013), and several international students programs at Peking University, such as Beijing Institute of Asian Studies, American University (2007-2013), Summer School London School of Economics and Politics (2011-2012), China and Asian Pacific Program, Cornell University (2009-2012), and Master Program of International Program for International Program (2009-2013) . His teaching of Chinese Foreign Policy has won the second prize University Teaching Award by the Beijing Municipal Government. He is the author of China’s Foreign Relations (2003); U.S. Arms Sales Policy toward Taiwan: a Decision-Making Perspective (2006), China’s Diplomacy (2010 and 2011), and the coeditor and contributor to more than a dozen books both in Chinese and English. He has published several dozens of academic articles both in Chinese and English. He has been endeavored in recent years to introduce the theory of foreign policy analysis to China and employ the different models of foreign policy analysis to the studies Chinese foreign. He is most recent articles in this regard include “An Analytical Study of the Ideological Sources of Chinese Conduct”,“Metaphor, Problem Representation and Mao’s Foreign Policy”,“Analogical Reasoning, Cognition and Mao’s Foreign Policy”,“Theory of Foreign Policy Analysis and the Study of Chinese Foreign Policy, the Case of Bureaucratic Politics”, “China’s Foreign Trade and Foreign Economic Relations and Diplomatic Structure”,“Summit Trips Abroad and Chinese Diplomacy”, “The Bureaucratic Politics of US Arms Sales to Taiwan”, “Micro-models of Foreign Policy Decision-making Analysis and Their Application”, etc. He received his Ph.D. from China Foreign Affairs University and his M.A. from Brigham Young University in Utah, the U.S. 张清敏:北京大学国际关系学院教授,国际战略研究中心学术委员会委员。曾任外交学院外交学系教授,系副主任,美国乔治•华盛顿大学富布赖特高级访问学者。教授的课程有中国对外政策,外交政策分析理论,外交学,中美关系,以及中国与亚太国际关系。作为访问学者或教授曾经在美国杨百翰大学肯尼迪中心 (1998年春季学期), 法国巴黎南方大学让莫奈学院(2007年2月),日本新泻大学(2008年9月),意大利巴勒莫大学法学院(2009年2月);东京大学法学院(2013年1-2月)讲授中国外交或与中国外交有关的课程。在国内从事的国际教学经验包括,美利坚大学亚洲研究所(2007年-2013年);伦敦政治经济学院北京暑期班(2011-2012);伦敦政治经济学院-北京大学联合硕士项目(2009-2013), 康奈尔大学亚太学院交流项目(2009-2012), 北京大学国际硕士项目 (2009-2013) 等国际学生学位项目的教学,以及中国政府资助的各种政府官员非学位项目中国对外政策的英文课程教学。其担任的《中国外交》曾经获得北京市普通高校教学成果二等奖。 在教学中注重以科研促进教学,在所担任课程的领域发表科研成果和论著多种,包括《中国对外关系读本》(2003年版),《美国对台军售政策研究:决策的视角》,《中国外交》 (2010年中文版和2011年英文版,后被翻译为法文、阿拉伯文和西班牙文),合编和参著中英文著作十余部,发表学术论文数十篇。近年来一致从事对外政策分析理论以及对中国对外政策的研究。近期发表的此类学术性文章包括,“中国对外行为的思想根源探析”,“隐喻、问题表征与毛泽东的对外政策”,“类比、认知与毛泽东的对外政策”,“对外政策分析理论与中国对外政策研究:以官僚政治模式为例”,“中国对外经贸关系与外交部局”,“首脑出访与中国外交”,“外交决策的微观分析模式及其应用,”“外交学的学科定位,研究对象和研究议程”等。他拥有美国杨百翰大学国际关系硕士学位和中国外交学院国际关系博士学位。专著《美国对台军售政策研究:决策的视角》获得第八届北京市哲学社会科学优秀成果一等奖。 |
Requirements and Grading:
Completion of reading assignments before each class is essential to the success of the course. Attendance is mandatory. Engaging in class discussion is strongly encouraged.
Students will be required to write a 1,500 word essay on a topic relevant to the course, and take a closed book final examination with 3-4 essay style questions, which are based on the required readings and class discussion. No late exam is accepted and late papers will be marked down (one-day-late submission = half-letter grade mark-down). The essay paper is to be handed on the first day of the second week of the programme.
